Course outline
The following content will be covered during the course:
Day 1
- Course introduction and overview
- The certification system
- The NSW planning system
- Zoning and development standards
- The development application and assessment process
- Conditions of consent.
Day 2
- Development approvals and issuing certificates
- Compliance certificates, occupation certificates, subdivision certificates and strata certificates.
Day 3
- Setting up as a certifier - the regulatory framework, legislative requirements
- Running the business
- Paperwork, records and reports
- Handling customers and community responsibilities
- Compliance and enforcement - the enforcement provisions in the Environmental Planning and Assessment Act (EP&A) Act 1979 and the certifier’s role and powers in enforcement.
Day 4
- Complaints and auditing processes
- Legal workshop
- Insurance and liability
- Conflicts of interest
- Course review.
Assessment
This course involves a package of three assessments. You must satisfactorily complete each assessment to obtain a UTS Short Course Certificate, which is essential for your Building Commission NSW registration process. Assessment requirements include:
- Attendance – generally 100% of the course except for the most pressing reasons
- Satisfactory participation in small-group activities during the course
- Three substantial written assignments. These must clearly be each participant’s own work – plagiarism and collusion are unacceptable.
Delivery Style
This certification short course is delivered as an instructor-led lecture supported by group and individual activities, facilitated discussion and practical industry examples. Participants are encouraged to actively engage throughout the program by asking questions, sharing experiences and exploring the application of certification principles within real-world contexts. This delivery approach provides a structured environment for developing a thorough understanding of the NSW certification system, planning and development assessment processes, regulatory obligations and professional responsibilities of certifiers.
Please note: At the request of the Building Commission NSW, Module 15: About your Accreditation has been transitioned to a self-paced online module and will not be covered during the live training session on Day Four. You will need to complete this module via Canvas prior to course completion.
