Strategic planning

Explore strategic planning processes and analyse the factors that contribute to the effective functioning of organisations and departments. Learn the origins of strategic planning and the differences between public and private sector organisations.

About this course

In the past three decades, organisations have been increasingly embracing strategic planning processes to articulate their values and direction. This subject takes a multidisciplinary approach that recognizes the many different strands of strategic planning in contemporary contexts. The environment that strategic planning operates within, including theoretical approaches, legislative frameworks, concepts and implementation, will be explored.

Course structure

This course has 5 modules;

  • Strategic theory - Review of local, national and international strategic planning frameworks; exploration of the language of strategic planning and key strategic planning and strategic management research
  • Strategic planning approaches & tools - The practice of strategic planning in government, non-government and private sector contexts; evaluation and critique of current approaches and tools
  • Strategic planning in context - The external environment and its impacts upon organisational culture and structure
  • Strategic management implementation - Ways of engaging stakeholders and the community in the implementation of desired outcomes
  • Strategic management reporting and review - Reviewing and reassessing a strategic planning vision and desired outcomes in consultation with stakeholders, clients the community.


Learning outcomes

  • Evaluate strategic planning concepts and approaches and their application to their work contexts.
  • Explain the concept of public value and its relevance to governance.
  • Evaluate tools for effective strategic planning such as visioning, strategic thinking, systems thinking; and analyse ways in which these tools might benefit strategic planning in their professional practice.
  • Analyse the factors that shape strategic planning and organisational frameworks including social, cultural, economic and political drivers of change.
  • Demonstrate strategic thinking about future focused scenarios.
  • Evaluate ways to advocate and partner with a range of stakeholders to achieve strategic outcomes.
  • Develop creative solutions to complex problems based on strategy, research and evaluation.

Sophi Bruce

Leadership Program Specialist: Sophi Bruce specialises in approaches to leadership, transition and social impact projects using a portfolio of techniques for reflective learning, collaborative working and thinking differently. From the design and delivery of bespoke learning programs to ongoing project delivery, Sophi’s focus on positive tangible outcomes is supported by professional aptitude and a passion for facilitating personal, organisational and social progress. At IPPG, Sophi has strategic responsibility for a suite of programs and subjects at University Technology Sydney committed to building leadership capacity across the local government sector on a national level. With extensive facilitation and project management experience, Sophi manages a range of consultancy projects for clients of the Institute in areas such as leadership, organisational change, community and place, collaboration, evaluation and capacity building. Sophi is an authorized assessor of the Leadership Development Framework and has an executive certificate in Positive Psychology coaching.  She has curated for the International Association for Public Participation and contributes to Adaptive Leadership Australia’s leadership programs and The School of Life classes.
