Government, contractors, operators and investors have different perspectives of forging solutions across the entire infrastructure lifecycle. This course seeks to explore these challenges from a practitioner lens, whilst considering whether the social value and outcomes of community and other stakeholders are being optimised.

About this course

Infrastructure Delivery: Time for a Reset will help you think more critically about delivering complex infrastructure projects. It will aid your understanding of the current challenges facing the sector and how government and private sectors are responding. You will become more aware of how projects are selected, assessed and prioritised, how decision-making can be improved and which learnings from the delivery of complex transport mega-projects are relevant to the energy transmission sector.

In addition, you will explore the potential for increasing collaboration and avoiding disputes. You will examine the role of private finance and the rationale for government intervention. Current objectives related to place making and activation of precincts and corridors will be discussed and corridors and the link to increased housing supply considered.

Course outline

The course will be delivered in either online, on-campus or blended modes, to allow those who are unable to attend on-campus to participate in the course. Participants can choose to complete the 10 x 3 hour sessions (30 hours total) in any combination of these modes.

The following content will be covered during the course:

  • How well is government managing the infrastructure pipeline?
  • What are the challenges facing the infrastructure pipeline and how can they be fixed?
  • How can infrastructure decision-making be improved?
  • What have we learned from Sydney Metro?
  • How can we create a sustainable and productive construction sector?
  • What is the future role of private finance in infrastructure?
  • How can project management of megaprojects be improved?
  • What is the nexus between station precincts and addressing the housing shortfall?
  • How can we adopt a whole-of-life approach to managing our infrastructure assets?
  • Success stories and some lessons to be learned.

Overview of teaching activities

  • Weekly lectures delivered by Martin Locke, supplemented by guest lecturers from both public and private sectors
  • Group discussions
  • Real case studies.

Course learning objectives

Upon successful completion of this course, participants should have gained:

  • Insight towards an in-depth understanding of the massive challenges faced by the infrastructure sector in Australia and the need for its reform regarding how major projects are delivered
  • Increased capabilities to apply critical thinking in assessing the contrasting perspectives of investors, contractors and the community around decision-making on how infrastructure projects can be delivered to create value for money.  

Requirements

Mandatory

If completing this course online, you will need a personal computer with adequate internet access and sufficient software and bandwidth to support web conferencing. You will also require an operating system with a web browser compatible with Canvas, Zoom and Microsoft Teams.

Desired

Participants will benefit from being generally familiar with the infrastructure sector, although no specific prior knowledge is mandatory.
