Procurement Course for the Public Sector

This procurement course will provide you with a comprehensive understanding of how to conduct procurement in the public sector at local, state and Commonwealth levels. You will develop the knowledge and confidence to demonstrate value for money and adhere to probity principles when conducting procurement activities.

About this course

Applying a universal three-phase framework: plan, source and manage, this course will cover the complete lifecycle of a public sector procurement. Using practical learning activities so that you can apply best practice procurement processes, you will develop an understanding of how to write a professional specification from an assessment of business needs. You will be able to confidently evaluate supplier offers consistent with probity principles, legislation and government policy.  You will build an understanding of how to develop, implement, negotiate contracts and effectively manage performance, resolve disputes and respond to requests for variations.

Course structure

This course will cover the following content:

  • A universal procurement framework: plan, source and manage procurement activity
  • Ethics, integrity and probity in procurement
  • Undertaking defensible procurement in a crisis
  • Identify and manage risks throughout the entire procurement process
  • Legal, regulatory and policy considerations
  • Plan (define the need, assess supplier market and determine procurement approach)
  • Source (approach market, evaluate offers and select supplier)
  • Manage (implement arrangement, manage performance and review)
  • Performance management, negotiation and conflict resolution.

Learning outcomes

At the completion of this procurement course you will:

  1. Understand the key principles of procurement within the public sector
  2. Understand the concept of 'value for money'
  3. Be able to balance urgency to deliver outcomes whilst meeting the demands of probity and compliance
  4. Understand key relevant legislation and government policy
  5. Be able to plan a procurement activity, source suppliers and manage contracts
  6. Be able to define the requirements: develop mandatory and desirable criteria as part of the specification
  7. Understand the various methods of approaching the market: requests for information, requests for quotes, proposals and tenders
  8. Understand how to identify, assess and manage stakeholders throughout a procurement
  9. Recognise how to identify and manage risks throughout the entire procurement process
  10. Be able to evaluate different types of offers from quotes to tenders
  11. Monitor, manage and report on supplier performance
  12. Understand how to evaluate and negotiate requests for contract variation. 

Delivery style

This course will be delivered as an interactive workshop consisting of an instructor-led lecture, group and individual activities. This training approach allows participants to work through concepts introduced by the trainer in an application-focused teaching environment. Participants will challenge their understanding of the concepts and consider their application once back in their individual workplace.
